NTT Deputy Governor Urges Stronger Development of Indonesia–Timor-Leste Border Areas





Jakarta, January 21, 2026T, The Deputy Governor of East Nusa Tenggara (NTT), Johni Asadoma, attended a Working Meeting and Hearing Session of the Special Committee (Panja) on National Border Management organized by Commission II of the Indonesian House of Representatives (DPR RI). The meeting was held at the Commission II Meeting Room (KK III), Nusantara Building, DPR RI, Central Jakarta, on Wednesday (21/1/2026).



The session was also attended by several regional leaders, including the Governor of Papua, the Governor of North Kalimantan, the Deputy Governor of Riau Islands, the Deputy Governor of NTT, and the Regional Secretary of West Kalimantan Province.



In his presentation, Deputy Governor Johni delivered an overview of the Indonesia–Democratic Republic of Timor-Leste (RI–RDTL) border areas in NTT Province, covering infrastructure conditions, regional potential, and various development programs that have been implemented by the NTT Provincial Government.



“We continue to encourage development in border areas through infrastructure, education, health, agriculture, livestock, as well as marine and fisheries sectors as a concrete form of the state’s presence at the nation’s front line,” he stated.



He also highlighted several strategic issues that still need serious attention, particularly the unresolved border segments, namely the Unsurveyed Segment and the Unresolved Segment.



“There are still several border segments that have not yet been agreed upon. This has the potential to create social and sovereignty issues if not immediately resolved by the central government in cooperation with both countries,” he explained.



In addition, Deputy Governor Johni raised concerns regarding the status of NTT as an archipelagic province, which has not yet been officially designated despite having 609 islands. He also proposed the conversion of several provincial roads into national roads and requested the reconstruction of damaged bridges in border areas.

“Limited regional fiscal capacity makes us strongly depend on the support of the central government. Border infrastructure is not merely a regional interest, but a national priority,” he emphasized.

He further stressed that border area development plays a vital role in safeguarding national sovereignty while simultaneously improving the welfare of local communities.



“If border areas are developed and the people prosper, national sovereignty will be even stronger,” he added.



Responding to the presentations of the regional leaders, the Chairman of Commission II DPR RI, Muhammad Rifqinizamy Karsayuda, concluded that an integrated roadmap for border area management is urgently needed. He also encouraged the National Border Management Agency (BNPP) to promptly resolve outstanding border issues.



“We hope this commitment will be followed up immediately so that border management, especially along the RI–RDTL border, can be carried out more optimally and sustainably,” he said.



During the meeting, the Deputy Governor of NTT was accompanied by the Head of the NTT Provincial Public Works and Spatial Planning Office, Benyamin Nahak; the Head of the Village Community Empowerment Office, Viktor Manek; the Head of the Agriculture and Food Security Office, Joaz Bily Oemboe Wanda; the Head of the Regional Development Planning Agency (BPPD) of NTT, Maksi Nenabu; the Head of the NTT Provincial Liaison Agency, Florida Taty Setyawati; and the Head of the Budget Division, Ronald Ampiran.

Hadiri Raker dan RDP Panitia Kerja Perbatasan Negara Komisi II DPR RI, Wagub NTT Tekankan Pembangunan Kawasan Perbatasan

Jakarta, 21 Januari 2026W, Wakil Gubernur NTT, Johni Asadoma menghadiri Rapat Kerja dan Rapat Dengar Pendapat (RDP) Panitia Kerja (Panja) Pengelolaan Perbatasan Wilayah Negara yang diselenggarakan oleh Komisi II DPR RI bertempat di Ruang Rapat Komisi II (KK III) Gedung Nusantara DPR RI, Jakarta Pusat, pada Rabu (21/1/2026).


Rapat tersebut turut dihadiri dan diisi dengan paparan dari sejumlah Kepala Daerah, yakni Gubernur Papua, Gubernur Kalimantan Utara, Wakil Gubernur Kepulauan Riau, Wakil Gubernur NTT, serta Sekretaris Daerah Provinsi Kalimantan Barat.


Dalam pemaparannya, Wagub Johni menyampaikan gambaran umum wilayah perbatasan Republik Indonesia–Republik Demokratik Timor Leste (RI–RDTL) di Provinsi NTT, termasuk kondisi infrastruktur, potensi wilayah, serta program pembangunan yang telah dilaksanakan oleh Pemerintah Provinsi NTT.


“Kami terus mendorong pembangunan di kawasan perbatasan melalui sektor infrastruktur, pendidikan, kesehatan, pertanian, peternakan, serta kelautan dan perikanan sebagai bentuk kehadiran negara di beranda terdepan,” ungkapnya.


Wagub Johni juga menyoroti sejumlah permasalahan strategis yang masih dihadapi, khususnya terkait belum tuntasnya batas wilayah pada segmen Unsurveyed Segment dan Unresolved Segment.


“Masih terdapat beberapa segmen perbatasan yang belum disepakati dan ini berpotensi menimbulkan persoalan sosial maupun kedaulatan jika tidak segera diselesaikan oleh pemerintah pusat bersama kedua negara,” jelasnya.


Selain itu, ia turut menyampaikan persoalan status NTT sebagai provinsi kepulauan yang hingga kini belum ditetapkan, meskipun memiliki 609 pulau, serta usulan alih status jalan provinsi menjadi jalan nasional dan permohonan pembangunan kembali jembatan rusak di kawasan perbatasan.


“Keterbatasan fiskal daerah membuat kami sangat berharap dukungan pemerintah pusat, karena infrastruktur perbatasan ini bukan hanya kepentingan daerah, tetapi kepentingan nasional,” tegas Wagub Johni.


Wagub NTT menekankan bahwa pembangunan kawasan perbatasan merupakan bagian penting dalam menjaga kedaulatan negara sekaligus meningkatkan kesejahteraan masyarakat.


“Jika kawasan perbatasan maju dan masyarakatnya sejahtera, maka kedaulatan negara akan semakin kuat,” ujarnya.


Menanggapi paparan para Kepala Daerah, Ketua Komisi II DPR RI, Muhammad Rifqinizamy Karsayuda menyimpulkan perlunya penyusunan road map pengelolaan kawasan perbatasan secara terintegrasi serta mendorong BNPP untuk segera menyelesaikan persoalan batas wilayah.


“Kami berharap komitmen ini segera ditindaklanjuti agar pengelolaan perbatasan, khususnya RI–RDTL, dapat berjalan lebih optimal dan berkelanjutan.” jelas Ketua Komisi II DPR RI.


Dalam kesempatan tersebut, Wakil Gubernur NTT turut didampingi oleh Kepala Dinas PUPR Provinsi NTT, Benyamin Nahak, Kepala Dinas Pemberdayaan Masyarakat Desa Provinsi NTT, Viktor Manek, Kepala Dinas Pertanian dan Ketahanan Pangan Provinsi NTT, Joaz Bily Oemboe Wanda, Kepala BPPD NTT, Maksi Nenabu, Kepala Badan Penghubung Pemprov NTT, Florida Taty Setyawati serta Kabid Anggaran, Ronald Ampiran.
